Carolyn's primary responsibility is for the training and development of TASC's Group Sales Force and TASC Distribution Channel Partners to increase their product knowledge of ERISA, FMLA, HIPAA, COBRA and ACA. She serves as the TASC-ERISA Compliance officer working with internal staff as well as TASC legal counsel on TASC compliance issues and opportunities. 

Carolyn has been in the employee benefit and administration business since 1978. She is the president and founder of C&J Consulting & Administration, Inc., a company that specializes in compliance issues and administration of ERISA. Carolyn is an active member of National Association of Health Underwriters (NAHU), as well as the Employers Council on Flexible Compensation (ECFC), a non-profit organization dedicated to the maintenance and expansion of private employee benefit programs on a tax-advantaged basis. She has received ECFC's highest award designation of Certified Flexible Compensation Instructor (CFCI). She is a graduate of the University of Tennessee at Chattanooga where she received her bachelors degree in business administration.

9:00 a.m.-9:30 a.m.          ERISA Compliance
                                           
This portion of the program will cover what an ERISA plan is, who is required to comply, what benefits are subject to ERISA, the legal requirements of plan sponsor, disclosure and reporting requirements, penalties for non-compliance and DOL investigations. 

9:30 a.m.-9:45 a.m.          COBRA Compliance

This portion of the program provides attendees with a high level view of the COBRA law by defining COBRA, who is subject to COBRA, what plans are subject to COBRA, what a QB is, qualifying events and their triggers and penalties for non-compliance. 

9:45 a.m.-10:00 a.m.        FMLA Compliance
                                           
This portion of the program provides an overview of FMLA, employers that are subject to FMLA, define who is the employer, employer legal requirements, employee eligibility, qualifying events, types of leaves, case law studies, FMLA interaction with COBRA and HIPAA and why an employer would choose to outsource administration. Lastly cover FMLA fines and or penalties for non-compliance. 

10:00 a.m.-10:15 a.m.      HIPAA Compliance
                                         
 This portion of the program is a very high level overview of HIPAA's background as it relates to privacy and security rules, who must comply, types of violations that can occur and penalties for non compliance. 

10:15 a.m.-11:00 a.m.      ACA Employer Reporting Compliance
                                           
This portion of the program will cover a description of the requirements in the Affordable Care Act that employers provide qualified medical insurance to employees or face penalties, identify ALEs, and aggregate employers. This portion of the program also covers enforceable reporting requirements. The program will briefly review Forms 1094 and 1095-C requirements. Lastly, this portion of the program will review the statutory penalties associated with non-filers and cover, in length, the IRS 226j, 227l letters and additional penalty assessment information regarding the employer mandate and reporting requirement. This portion of the program will review the steps/actions employers should take if they receive a penalty assessment letter.
